Windows Installer 3.1 v2 war bereits in Windows Server 2003 Service Pack 1 (SP1) enthalten. Windows Installer 3.1 ist eine Aktualisierung des im September 2004 freigegebenen Windows Installer 3.0 mit neuen und erweiterten Funktionen. Außerdem sind in Windows Installer 3.1 einige Probleme behoben worden, die in Windows Installer 3.0 auftraten.
